Safeguarding Children: Help Children Achieve More

Help Children Achieve More (formerly called Every Child Matters) is a shared programme of change to improve outcomes for all children and young people.

The Government’s aim is for every child, whatever their background or their circumstances, to have the support they need to achieve five outcomes:


  • Be healthy
  • Stay safe
  • Enjoy and achieve
  • Make a positive contribution
  • Achieve economic wellbeing

These five outcomes are universal ambitions for every child and young person, whatever their background or circumstances.

They are mutually reinforcing.  For example, children and young people learn and thrive when they are healthy, safe and engaged; and the evidence shows clearly that educational achievement is the most effective route out of poverty.

Every Child Matters 5 Outcomes


This is an integral part of Help Children Achieve More, setting out the basic skills and knowledge needed by people (including volunteers) whose work brings them into regular contact with children, young people and families.  The skills and knowledge are described under six main headings:

  • Effective communication and engagement with children, young people and families
  • Child and young person development
  • Safeguarding and promoting the welfare of the child
  • Supporting transitions
  • Multi-agency working
  • Sharing information
